Generally, students who have gap after graduation face problem at the time of getting placed but if you are able to justify your gap year after graduation so you should not worry about it much. Yes, you can get a duplicate migration certificate by applying once again for the migration certificate in the respective college. Please reach your college and follow the procedure to obtain a duplicate or another copy of migration certificate. You might have to provide your details like your name, roll number, year of passing out, course of study or you will have to fill an application and pay the prescribe fee if any. The concerned authority shall help you with the procedure to obtain a duplicate copy of the migration certificate.

You might face difficulty because of this but you will not face such a big problem because of this. But I think you will have to remove the lamination if the college or Institution (where you're willing to take admission into) asks you to do so. Otherwise there is not a big problem at all. I suggest you to ask from the faculty members of college regarding this, otherwise removing lamination is not such big deal.
