You can get into engineering college by this SC rank. Most of the engineering collges has a cutoff rank above 5000, based on the previous years' admission history. General rank 55k is not eligible. But SC rank can get you admission. For some courses, closing rank of SC was 32k. Hence there is a hope.

If you want to get admission in Jadavpur University, you must pass 10+2 level examination from CBSE or equivalent board for UG course admission. You must have valid score in WBJEE to get admission in B.Arch and B.Tech courses. You have to qualify the entrance exam with merit scores for admission to B.Pharma course.

For admission to PG course, you need to hold a UG degree in the relevant specialization. If you want admission in M.Tech course, you must have valid score in GATE exam. You need to give an entrance exam conducted by JU for admission in M.Sc., M.A., and other PG courses.

I have read your question and only thing I can suggest is ask your brother to participate in Round 2 of the counselling. If you look closely to Round-wise cutoffs you will notice that the range of opening and closing ranks gets wider as the counselling process progresses to subsequent rounds.

For instance, in 2020 WBJEE Counselling Round - 1, the Opening Rank for Chemical Engineering in JU was 255 while the Closing Rank was 853 (for General). This range changes in Round 3 where Opening Rank was changed to 269 and Closing Rank was 981 (for General).
