You have to chose NO in self declaration if your are from Kashmir and in the way you will be eligible to get reservation.Candidate from any other state except Jammu and Kashmir is eligible for 85% all India quota, so you must choose a "no" in self declaration if you are from Jammu and Kashmir.

Your domicile state or state of eligibility has nothing to do with the place or city from where you want to appear in NEET examination.
In the choices of cities for Neet examination centre you can choose any city of your choice in any state across India irrespective of your domicile state or state of eligibility

When the Central University oof Kashmir start entrance registration for M.sc student new batches
Central Universities Common Entrance Test (CUCET) is conducted by ten central universities to offer admission in their offered courses. CUCET is a national level entrance exam which is conducted once a year. Through CUCET written exam, candidates get admission into the PG programmes.
UGC on Sunday has announced that CUCET for PG admissions will not be implemented for the year 2021-22 academic session in view of the coronavirus pandemic. So there will be no exam this year,hence no registration.

The candidate should be 17 years minimum age and There is no any specified upper age.
Required educational qualification for KCET (Medical) is:
10+2 in subjects Physics, Chemistry, Biology and English from recognised board.
Candidate of General category and OBC category must have taken minimum 45% marks in 10+2.
Candidate of SC and ST category must have taken minimum 40% marks in 10+2.

Yes, you can get admission in jamia millia Islamia through this scholarship. If you want to get a good college through PMSSS then you require marks above 85%. As only 5000 scholarships are given so marks are considered for this.
Also. Students must have passed 10+2 examination from J&K Board or CBSE school located in J&K in order to be eligible for this scholarship.
