It's quite difficult to make  prediction as  cut off marks/rank for medical colleges depends upon various factors like  number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.

But when we go through previous data then it suggests that with 148 marks you cannot get a seat  in any government medical college even if you are from St category.

According to this year trends with 82 percentile your rank would be around 17,500 to 20000.Sorry to say but according to previous year cutoffs and trends you can not get into civil branch in any NIT as maximum rank required to qualify according to round 7 is around 8000 to 9,500.

Although you can try your chances in IIIT GFTI or in CSAB Special counseling.

As per last years cutoff there are less chances for getting a seat in IIIT Kota, cutoff will change this year too, but for reference we consider last years cutoff, and since your rank is closer to closing rank then it is difficult to predict. You may or may not get a seat in IIIT Kota. But you have chances of getting a seat in IIIT Kalyani in CSE.
