Firstly wish you all the best to be an IAS officer ,if you want to study abroad with full scholarship (no cost)the best place is Germany's public institutions are 0 tuition fee institutes . This means that free MBA in Germany for international students is a reality! Students just have to bear the expenses of food and accommodation.
