In the process of learning a new language let me tell you that, C tops the list, while C++ is fourth. Students studying Mechanical Engineering can use C/C++ programming to design the various mechanical parts such as knuckle joint, couplings etc. as they have to calculate all stresses and determine the dimension, also they need to check them for various failures.
FORTRAN is No. 21 and Matlab is nowhere to be seen.
C is especially useful for mechanical engineers because it is the language of choice for hardware interfaces, and commonly used for data acquisition and real-time robotic control.

It is very nice to hear that you will be pursuing a career in software engineering and being from same domain I can give you the best suggestions regarding it. If you want to get amazing packages and offers you need to to build your programming skills from as early as possible. During the four years of your engineering you will come across several languages which will include python, Java, c ,c plus plus JavaScript and many more. So you should start learning either python or java which act as the basic languages from now onwards so that you will have better understanding of algorithms and syntax of core programming. Once you will understand it it will be much much easier for you to do programming in other languages as well because you will get familiar to the algorithm and later you can start learning front end or backend development whichever you want to prefer.
It is not necessary that you will have to give three hours daily but make sure you practice at least 30 to 45 minutes per daily, starting from free resources like YouTube and geeks for geek.

For your knowledge, PWD does not include speech disability criteria in it so I am afraid there is no PWD category benefit for you to in NEET.
If your speech disability is more than 40 percent then you are not eligible for any medical course. But you can definitely try for other courses.
If it's less than 40 percent then you can apply for medical courses.
Since you have not mentioned your category, I will assume that you belong to general category. If your stammer issue is not that severe please give another attempt to get MBBS course.

Sanskrit is educated in the early year of B.A.M.S, as a distinct subject. But the education does not happen in the Sanskrit language. Students from any region of our country can study in these colleges.
Abundant of the teaching occurs in English / Hindi and a relatively minor portion is educated in Sanskrit. But you need to have basic knowledge of this language, as you have to understand and memorize many shlokas. These shlokas will have English translations also.

I had not choose Sanskrit language learning intermediate went to Telugu in degree sanskrit is there so it is easy or hard to learn

Hope you're doing good! See for doing bachelor of arts in sanskrit you can do it even if you don't have sanskrit in your intermediate. So this eligibility itself says that anyone can cope up with it. So yes it's possible to get learn all the things even if you didn't studied it in intermediate. Only thing is that keep your basics clear before the college that would hardly take 15-20 days maximum.
