Yes you have qualified to seek admission in colleges, the only criteria is that you should have passed the 10+2 exam securing 45% aggregate marks for admission to the 5-year integrated law programme.But with this percentile you will not be able to get a seat in top colleges but you can definitely try for some lower level colleges with your score.You can refer the below link for more details:-

A score in the 80th percentile or higher will give you a good chance at most schools. This requires a scaled score around 160 and a raw score of approximately 78 or 79. Above the 90th percentile and you should be able to easily get into a top 50 school. The scores you have mentioned above will decide your rank for the admission in college and that will vary accordingly.

Hope you are doing great as per the question asked by you cutoff percentile defers every year it certainly depends upon many factors like
- How many students gave exam.
- Difficulty of paper.
- Availability of seats.
But for securing a seat in 5 years law program you cutoff should be around 80 percentile. And for securing seat in 3 years LLB program your percentile should be more than 65 percentile.
