YES, You can leave medical college anytime but you have to pay bond fees which is you fill at the time of admission at that college . there are many govt and private institutions which do have a course discountinuation bond wherein you will have to pay the entire course fees or it may also possible that you may need to pay only for the first year fees.
Furthermore, It is also possible for you to take admission in another medical college from 2nd year. You will need NOC from both the colleges and also permission from your university.

It doesn't matter you are scoring right now and what percentage you get. Donot lose hope if you are not awarded first rank in the class due to some health issues or anything else. What does matter now is whether you Crack the entrance examination or not and the percentage you will get in class 12th boards. See, it never matters until you are questioned about the marks scored in class 12th or something else. So don't worry for what you are awarded with.
Better focus on further but donot let it happen again. Prepare well for upcoming exams and bang on the first attempt. Get your dream college and be happy.

Even if you know a bit about the question being asked in the exam, do try to write it up because if not full marks, you will certainly get some marks even if it's a half. So, it's better than nothing. Try to frame your answer in such a manner that it somehow answers the question even if it's incomplete. Don't write just anything but something that you are sure of is correct and is relevant to the question being asked. It is because if you write just anything random, it would not fetch you any marks and it will ruin the time which you otherwise would have utilised while writing another answer.

About a third to half of all physicians take 2-4 weeks off per year. Over a third (38.33 percent) of family physicians, as well as nearly as many emergency medicine physicians (35.3 percent), internists (33.9 percent), and general surgeons (32.5 percent), take off for little more than two weeks every year.

female 24, got mbbs auto. state med college in uttar pradesh, far from home, parents old and brother is sick, cant leave them, have to take neet next year again, what if any penalty for leaving seat? could i be banned from taking admission again by mci or govt. please help...

As your question is for UP NEET UG counselling so let me tell you that as per the information brochure released by DGME Lucknow if the seat is allotted to any candidate in round 1st then he/she has to compulsorily join the seat but if you do not join then your security money that you have deposited during registration for counselling will be forfeited and if you want to take part in round 2nd of counselling then again you will have to pay the complete security money.
So the circumstances that you have mentioned, if you cannot join the allotted seat then you can leave it and your security money will be forfeited only there will be no ban or any such restriction on you, you can definitely appear for NEET UG next year again and can get admission.

------ Since you haven't mentioned the college for which you are seeking Bond Details if it is Private Medical College or Government Medical College, I would consider it to be GOVERNMENT MEDICAL COLLEGE.
------- Now if you go by the Information Brochure available on the NEET counseling website for Uttar Pradesh, it states Student will have to pay Rs 10 Lakh to be released from the bond.
------ I would advise you to contact the Counseling authorities for complete and unambiguous information.

if you are alloted a seat in round 2 of AYUSH counselling and you wish to participate in mopup round or stray vacancy round of MCC for admission in MBBS/BDS courses then you need to resign from the college 3 days before beginning of round third.
the brochure of AACCC states that
. Candidate, admitted through 2nd Round, shall be eligible for further counseling if he/she resigns /leaves the seat with forfeiture of Security money, 3 days prior to commencement of 3 rd Round.
