Can i leave my govt bpharm college in the middle of first year to join MBBS?

ofcourse you can leave your your bpharma in middle of the year. It doesn't matter in which year you are, you can quit whenever you want. you can quit B Pahrma after 1 year, there is no issue with government colleges but private college will ask you for remaining 3 years of fees as college will be loosing their candidate for next three years fees, and they will not provide your documents easily.
and take admission in MBBS but be sure that you have sufficient documents and required certificate to get admission for MBBS.

In orrder to leave your previous college, you'll need to pay the bond money first.
Y9uu are required to submit an affidavit that states, if you'll leave this seat you are supposed o pay certain bond amount to the college/University as a compensation for leaving your seat.
Then only you'll be able to get your documents that are required for admission to the other college you are seeking.
This bond money always varies with the college. You'll need to check this with your College that whether have complete 4 year fee or not. Once you pay the bond money, you are free to leave the seat in your present college.

As per your query concerned, taking admission and leaving the college in the mid or end is your choice.
I could help you better if you have mentioned your year of passing school. But if you are getting a seat in MBBS and you wish you to grab it leaving the BDS in the mid. You can do it.
As the question of penalty comes, it depends on the college policies you are studying in. Ask the administrative department of your college to have a better clarity.

Do we need to take all the 4 pages of NEET admit card to the examination centre? Also can I staple the pages of admit card or should I just leave it as it is?

National testing agency has released neet admit card on 12th July of this month which is in pdf format consists of 4 pages which are first main page with your data and information, second page for postcard size photo and third and fourth page are self declaration and certain instructions and information to be followed.
So yes you should carry all these four pages of admit card and stick your passport size and postcard size photo in the specific space provided. You can staple the pages, there's no issues. As NTA have provided four pages you need to carry out all the pages,if it's not need they will ask you to throw out the particular page on examination centre.
Also don't forget to carry your I'd proof and passport size photo and maintain dress code.

In my opinion you should take Metallurgy in NIT Surathkal. Let me explain why.
1. The NIT tag will be useful for you in whichever company you get placed in future. The initial impression of being an NITian will open doors for you.
2. You can learn programming by yourself and choose software based Internships in NIT . That way you might have to work hard as you'll have to maintain your GPA as well.
You will get more opportunities than you will ever get in third tier college. You will get a chance to apply for excellent internship and placement.
3. The faculties and alumni network of NITs are amazing and hence you will get an opportunity to learn more. Faculties in NITs will be willing to help you even if you don't belong to their branch.

Ask to you Dean/HoD about the refund of the fee and other queries, as it depends on the college, you can either continue with the course or leave the course and take the transfer certificate from the college to get admission in MBBS course.

As you are a applicant of 2017 so it would be better if you visit your university and ask them regarding this because the maximum gap allowed by most of the universities is between 3-5 years. And as it's been already close to 5 years, you should consult with your university and they should help you with this.
if someone after getting admission in nlu leave it after 2 to 3 months what will happen? Will they have to pay for the next semester?will their documents be confiscated??

No, If a student does decide to leave an NLU after 2-3 months of taking admission, they would not be required to pay the fees for the next semester, provided that the same is intimated to the concerned authorities of the university. Similarly, the college shall not confiscate the documents, and the student can retrieve them once the leave application is processed. However, it is imperative to note that the students are not eligible to recover the already paid fees for the semester they are currently studying in.
