I am going to 3rd semester of bpharm next month and also I am giving neet. if i get selected can i leave the college? if yes do i have to pay the full fees?

Yes you can leave the college and get admission to the further medical college but note to take your transfer certificate from the college along with other documents.
The fee will either get refunded or not will depend on your college or institute.
You should get in touch with the dean or HOD of your college and ask for refund of the fee.
Till then prepare strongly for the NEET 2022 and work on your weak portions,revise the topics thouroghly and highlight the important topics for last minute revision
I will suggest you to attempt 1-2 mock tests alongwith 3-4 hours of revision.

i am student from st . I couldnt secure a govt medical college in Assam my state so my parents are sending me for private bds college in other state. So if i get seat next year can i leave the college next year and will they debarred my from attempting neet.

No you will not be debarred from attempting neet, after getting admission in BDS college also you can still attempt neet exam and if you get govt MBBS college next year you can leave BDS college and take admission in that college.
There is only one major problem will be there, if you got admitted in any private dental college they might ask you to fill bond paper or undertaking which will State the terms and conditions what will happen if you leave the course in the middle. Most of the dental college have rules that you will have to pay whole course fees i.e 4years if you are leaving in the college in middle of the course. For taking admission in any other colleges you will need your original documents and they will not provide you unless you pay bond amount or total course fee.
So be careful while making this decision. It's better for you to take full drop and full focus on neet and then score good to get govt college next year. Try to convince your parents otherwise if you go now in private dental college and you leave in between you might have to pay heavy amount for that.

Due to various circumstances, all the students admitted under an institution maynot be able to pursue their course completely. So, if you are under such situation, you should take decisions on changing the institutions as soon as possible.
From your query, its clear that you have just completed your first year of btech in an institution. Just follow the steps mentioned below to get admission into another institution of your choice.
i) Let the college to which you will get admission know that you have completed one year of btech in another institution. Institutions will always know a better way than laymen to get students admitted in their institute.
ii) Let your current college know about your decision to leave their institution.
iii) With proper procedures get an No Objection Certificate from your current college(college in which you are pursuing btech), get signed it from the respective officials and provide it to the other institute(college in which you are about to do your bsc).
NOTE:
i) Procedures for obtaining NOC's may vary from institution to institution.
ii) Fees paid while pursuing Btech in first year will not be refunded.
Taken admission in class 11 in two different board at same time by mistake but leave cbse board school just after his 11th class final exam and continue/complete 10+2 with only from state board college. Will this cause any problem in NEET regarding to Session Clash of class 11th in both board?

Ideally, you should have not pursued 11th from 2 schools but still nothing to worry, you won't face any problem.
Just make sure that while filling neet application form, in the section of 11th details give the details of the school from which you have done both 11th & 12th . Don't ever mention about your 11th from another school anywhere. Just forget that if you have even done it.

No, you won't get lateral entry in pharmacy .it is not possible.
lateral entry in pharmacy is only possible for diploma in pharmacy students.
So, if you want to leave your college by any chance then you have to take admission first year of bpharm.
If you are ready to take admission in the first year then go for it otherwise just continue your degree.

Medical College have strict rules about leaving the course in between that's why they make you sign bond paper and undertaking at the time of admission only. As medical seats are very precious in India due to low number, if you leave in between that's mean that seat will go waste, that's why college have strict policy regarding leaving the college in between.
As you are in private medical, you might have to pay whole course tution fees for leaving.
As you asked what happens if you simply leave, nothing will happen but the thing is you will not get your original documents which you have submitted during admission time. So if you want to study further any other courses you can't study without those documents. Every college or university needs to see your original documents at the time of admission.
So that's the biggest demerits that if you leave in between and don't pay to them they will not return your original documents of your class 10th and 12th. That will leave you for nothing you will able to do any course further.

You can always prepare for any other exams if you are passionate and hard working. Since both the exams CDS and CSE are conducted by UPSC, the syllabus are most likely same and you have to do less hard work than the other aspirants.
But the time for preparation is also a thing. Generally, army officers are only given 60 days of leave in a year and only 20 days of casual leave excluding sick leaves.
There will be nothing like to give someone leave for the preparation of the examination.
