With this rank, it is not possible to get CSE/Mechanical in a top college like COEP Pune, PICT Pune, VIT Pune, VJTI Mumbai, ICT Mumbai or WCE Sangli.
But, you can get the Middle-Tier colleges like GEC Aurangabad.

To secure admission in Rizvi college for the MMS program, you need to register through the State cell CAP process. On Sunday the state cell has scrapped SAAR portal. Now they are coming with the new process of registration. Here while filling the form you need to mention that you belong to the minority by ticking the minority box. and then in filling the option form you need to use the proper choice code of that particular college for the minority.

With the score of 79.21 % in mht cet for mba/mms you cannot get one of the best colleges in Maharashtra . You may get some decent colleges for mba in maharashtra. The cut off usually varies from 95 to 99 percentile in maharashtra for the good colleges. If you want to study in maharashtra for mba , the mht- cet percentile should be higher.

Yes you can use the birth certificate instead of nationality certificate for uploading it on Saar portal.
Birth certificate consist of the place of birth, which is state and then the country which is the nationality mentioned over there. So you can make sure to add it on the portal and go for the further process.

Congratulations on scoring that percentile.If your aim is not CSE which is the most prioritised branch then it will not be so tough to get top colleges.
I would advise you to check the official cutoffs through the link that I mentioned below. We see that the cutoffs always gett higher with every year but you should not get scared looking at the competition.You may use college predictor(which predicts colleges based on your marks)

What decides whether a college is Good:
Facilities: Well Equipped Labs, Department has some very experienced researchers in Biotechnology, it means that University has proper facility for research, so a B.tech Biotechnology aspirant need not worry about the Labs and other such facilities.
Crowd: Colleges which has minimum 60% Marks in +2 criteria for the admissions unlike some others which have 45% marks in +2 as a qualifying criteria, so crowd will be at least of a certain academic level.
Campus: Seeing is believing, would like to mention that a very few Colleges will be having such campus.
Additional Academic Edge: University is also having a Foreign Language in the curriculum for B. Tech Biotechnology, which gives an edge to the students in case if one is looking at pursuing further studies abroad in an non English speaking country, otherwise as well one is learning an additional language will give student an edge.
Safety: A city is supposed to be a very safe City, over and above that University has strict security.

I am writing this as I want to help the aspirant and their parents to decide, I myself as a student did a lot of research (about the right college for Biotechnology) and never came across an information which can give me all the details that I am looking for. In a nutshell, if one is aspiring to pursue Biotechnology and is not able to make it to IITs or NITs, a MH-CET definitely should be a very good place to be in. Rest all depends on the student. (Points mentioned here are my personal opinion and perspective).
