First of all congratulation for performing well in your exams. Sorry to say but with this you will not be able to get a seat in MGIT. But you can get seat through JEE result in B-category if you have good rank or score in JEE.

It seems that your rank is very much lagging but still you have chances of gettin the branch and college you want. Now tlking about MGIT, the last year cutoff for CS was around 40000 for scheduled tribe so there are less chsnces according to the rank you have mentioned here. And it is also difficult to get into MVSR as well. So I would suggest you to try your luck for the above college also for the other colleges also. Yes, if your rank is All india Rank then you have maximum chances to get admission in the following colleges you have mentioned. However which branch you’ll be getting is not guranteed because the trends change every year. According to 2016, CSE for CBIT cut off is below 25k. But according to those trends you have maximum chances to get admission in All the colleges you have mentioned. The tution fee for the colleges is given below,

No you whole amount will not be returned and the money will be deduct automatically with the number of counseling round you appreared for and if you finally take a college the rest amount will get adjusted in your college fee or if you withdraw from the counseling you'll get back the left over amount.
