On such marks and category you have very low or almost no chances of getting government quota MBBS seat according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the lowest cut-off marks was 418 for government quota MBBS seat in Vydehi Institute of Medical Science and Research Centre, Bangalore under state quota for OBC category but yes you can get private quota seat on such marks either through NEET counselling or through direct admission provided that you must have appeared in NEET Counselling and unable to secure any seat through it..

Can a non deserving student also get a government MBBS seat in Stray Vacancy Round if he is aware of the seat vacancy in a particular government college and report there first?
Counselling is always conducted based on your marks and ranks. It is never conducted on first come first serve basis. But if the counselling procedure is going on, and if by any chance you do not reach there for any reason on your allotted time, you will be marked absent and so the seat might go to the next candidate.

According to your marks and category you have less chance of government college, 415 in obc category is not good marks for government college..
For government college, you need 500+..
So you will only get private medical college in karnataka ..

Last year the cut off for BCB female category in AP was 3707 state rank in final merit list and that was in VMC medical college, Kurnool in Mop up round.
So your chances of securing a conveyor quota seat is difficult with state rank 4641.
But if a considerable no.of students get admission through all india quota or AIIMS or JIPMER, then you may have chances. We cannot surely say anything.
