if I get a college in ayush counselling 2nd round and I take admission and then in next round or mop up round or stray vacancy round if I get a seat in mbbs bds in state or mcc counselling neet ug can I take admission in mbbs or bds and leave ayush seat

if you are alloted a seat in round 2 of AYUSH counselling and you wish to participate in mopup round or stray vacancy round of MCC for admission in MBBS/BDS courses then you need to resign from the college 3 days before beginning of round third.
the brochure of AACCC states that
. Candidate, admitted through 2nd Round, shall be eligible for further counseling if he/she resigns /leaves the seat with forfeiture of Security money, 3 days prior to commencement of 3 rd Round.

I have not reported to alloted college n MCC Round 1 (AIQ) UG MBBS... is the notice for resignation in round 1 applicable to me?

No resignation notice is not applicable for you if you have not joined the seat allotted in round 1st of NEET UG AIQ counselling. Resignation notice is for those candidates who have allotted a seat in round 1st of NEET UG counselling and they also have joined it.
If you have not joined the seat then there is no need to resign it. Now if you want to appear for round 2nd of NEET UG counselling then there is no need to make any fresh registration again and also note that if you take an exit after round 2nd of NEET UG counselling then your security money will be forfeited so take note of this but if you exit before round 2nd then your security money will not be forfeited and it will be refunded back to you.

if you have been alloted a college in round 2 of Ayush counselling and you want to participate in the mop up round of state as well as MCC then you will have to resign from the AYUSH seat alloted to you and your security money will be fortified.
then only you can participate in mopup round of state/MCC by registering yourself for mopup round if you have not registered previously .

As per the notice released by Medical Counseling Committee, MCC on 05 February 2022 -
• It is for information that candidates can resign the seat of Round-1 till 04:00 P.M of 15th February, 2022 after which they will be considered as part of Round-2 and same rules will apply on them as applicable for Round- 2 of counselling.
• Candidates are advised to ensure that their Resignation Letter is generated online ( through portal provided by MCC) by the allotted college, failing which the resignation will be treated as ‘Null & Void’. In such a case, candidate will be deemed to occupy the seat still, and rules of Round-2 will apply. Any letter other than Resignation Letter generated through online portal will not be considered as ‘Resignation Letter’.
• In case candidate is resigning by sending email to college, s/he should make sure that they receive Resignation Letter generated through online portal of MCC.
• In case candidate gives consent for upgradation in Round-2, participates in Round- 2 counselling but is not upgraded, s/he cannot resign the seat allotted in Round-2 and will have to retain the seat. In such a case rules of Round-2 will apply since the candidate has exercised choices and participated in Round-2. There is no option of resignation if candidate is not upgraded in Round-2.
• Round-1 joined candidates who neither participate in Round-2 nor resign the seat of Round-1 will be considered part of Round-2 after the stipulated time. Hence, candidates who desire to resign their seat of Round-1 should do so before the Round-2 commences i.e by 04:00 P.M of 15th February, 2022.
------ It is advisable that you log into your account on MCC website and look for options for resigning seat. If you don't find any, you should quickly seek the help of the Counseling authorities details of which are available on the official website of MCC.

what happens to the two lakhs paid during mcc counseling when it is not adjusted by the fees of alloted college??

During NEET counselling, the candidates are required to pay two kinds of fee respectively:
- Non-refundable registraton fee of INR 1000/- for UR candidates and INR 500/- for SC/ST/OBC/PwD candidates
- Refundable security deposit of INR 25000/- for AIQ / Central University/ ESIC UR candidates; INR 10000/- for SC/ST/OBC/PwD; and INR 200000/- for deemed universities.
The security deposit will get refunded to the candidates after joining the alloted college. Also, refund will be generated if the candidate does not get any seat during the counselling rounds. The refund will be processed in the original account from which the payment was made in 10-15 days

Since you already have registered on the official website of Medical Counseling Committee, MCC once and you didn't change the details even after the RESET option was enabled, it wouldn't be possible for you to change your details now.
-------- RESET option was enabled for candidates who made the mistake during registration process, they had to change the details that required correction through the RESET facility.

If you want to withdraw yourself from the counselling process, then you will have to deregister yourself and will be no further entitled to be in the counselling process for seat allotment and college admission purposes. Your security deposit from the application fee will be refund aback after confirming your withdrawal amount within 7 to 10 working days.
