Yes, all registered candidates except the following categories are eligible for stray round of Deemed/ Central Universities:-
a) Candidates who joined the allotted seat in Round II of AIQ/ Deemed/ Central Universities.
b) Candidates who were allotted a seat in Mop-Up Round
c) Candidates who joined a seat in Mop-Up Round

The All India counseling registration process will start today onwards, that is 19th January 2022. The website might be facing some glitches as many candidates would be registering themselves. I suggest you wait for a few hours and then try again. This time, the counseling procedure will be conducted in 4 rounds- Round 1, Round 2, Mop-up round, and stray vacancy round.

sports quota eligibility in mcc medical counselling

There is no sports quota reservation for medical seats in India. You have to clear the NEET with the required qualifying percentile and also have such a score so that you can get to any medical college of your choice. However, Punjab has 1% reservation for sports persons. And now some states like UP also has quota in ncc and defence according to new rule. Yes there are around 4–5 seats for sports quota in Karnataka and u have chances of getting it only if u have a silver medal minimum in a national sporting event if u have a gold medal then guaranteed and if u have any medal in international event then 100% seat is yours even participating in international events is like guaranteed and given more priority than a gold national medalist.

On which date will the MCC security money be refunded?
Hello,
The refundable security money will be refunded after the counselling process is completed. If the candidate has taken admission in his allotted college then the security fee will be adjusted against the first year fee. But, if the candidate didn't get any seat or didn't take admission in his allotted seat then the money will be refunded at the same account of the candidate through which the payment had been done during the counselling. Previously, MCC have declared a notice which states that the refund will be done within 31st December, 2020.

Do I have to fill fresh choices again if I opt for upgradation after joining the first rounds allotted college?

According to your question and taking into consideration that you have opted for upgradation after whatever seat you have get in first round of counselling.
If you opted for upgradation then you don't have to fill fresh choices but you can edit your choices provided you are not going through josaa counselling.

I am extremely sorry to tell you dear but you cannot get a seat in any medical college be it government or private, not even under management quota seats in private medical college
This is because,
You belong to general category and you have got only 49 percentile in NEET examination and thus you have failed in neet as qualifying cut off percentile for general category is 50 percentile
