due to covid 19 and lockdown our 11th exam was cancelled and no marksheet provided to us, will i face any problem during neet and MCI examination after mbbs ?
First of all, the documents required in the admission process and the counseling process do not require class 11th marksheet. You are supposed to submit your class 10th marksheet as a date of birth proof and class 12th marksheet as a proof of your eligibility for the exam and your schooling i.e where your state quota will be applicable.
Now, still to be on the safer side, you can go to your school and request the authorities to get you a marksheet for class 11th. They can't deny that. They'll take a day or two, you may also have to write an application for the same and you'll get it along with a declaration.

To be honest, if you are given a seat, you run the danger of having your entrance revoked. Now, the merit list is created using the category you selected when filling out your application. Please only enter "General Category" as your category.
It's too late to modify the category at this point. You are unable to modify the Category once the results have been announced and the dates for counselling have been set. And we're worried that your entrance might be revoked if you can't provide a valid category certificate.

if i clear mci and still havent received my degree can i apply for upsc?

For UPSC , being a graduate is more than enough as the criteria is a graduate student . So , even if you don't have received your degree of MCA , it is totally ok . Even if , interviewers ask you about it , you can say that I haven't got my degree at that time . But if you have the marks of all the semester , you can calculate final percentage or grade and upload it . You don't need to worry about your degree it is totally ok .

Both the countries are quite affordable for Indian students as compared to many private and deemed institutions. Both countries are also safe. However, Bangladesh has a 36.7% passing rate which is the second-highest passing rate after the Philippines and Kazakhstan has only 10% (23% in some universities).
Bangladesh also has a similar environment, culture, and food habits as India. The fee structure is almost the same for both Bangladesh and Kazakhstan. You can keep these points in mind while considering a medical college in both these countries.
