I would like to request you to kindly mention the name of college in which you want to take admission so that I can be able to guide you in a more described and organised manner.
In private colleges mechatronics cut offs doesn't go above 20k. In kiits the cut off stays around 20-25k , in manipal the cut offs stays around 25-30k and in SRM University its 30-33k . There are other colleges where mechatronics branch is available like comedk colleges.
However in government colleges like IITs /nits the cut offs vary depending on certain factors like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

Your question is not clear to us. I am answering based on the case, I have understood . See if you wish to do the BE in Mechatronics then you can obviously do that after the Diploma in EEE. But if you wish to do Diploma in EEE after BE in Mechatronics then you can do it based on your 10+2 or 10 score but the thing is the Diploma in EEE will not be of much use.
Now its your choice. If you wish to go for the BE in Mechatronics after Diploma in EEE then you can go through the later entry admission (if available in the college you want to study ) , where you will be provided admission to the BE Mechatronics directly to the 2nd year of BE.
