i have paased PCMB (BIO ADDITIONAL SUBJECT) IN 2020. i heard about the controversy between the medical council of India and some high courts .so will i be eligible for neet 2021 and 2022 ..pls reply me experts...i need some help ..

If you have passed your additional subject i.e. Biology in boards examination then you are eligible for NEET Examinations.
Do not pay attention to controversies, only consider if there are official rulings announced by NTA or Medical Council of India.

Is MEDICAL COUNCIL OF INDIA SCREENING TEST (FMGE test) is compulsory for Indian students who finished MBBS in abroad ?
Yes ,fmge screening examination is mandatory for all those who complete their MBBS from foreign countries except from those countries listed below:-
-) Australia,
-)Canada,
-) New Zealand,
-) UK
-) US .
So, if you complete your MBBS from above countries then you don't need to go through fmge screening.
In order to get a provisional / permanent registration from National Medical Council or State Medical Council one needs qualifying fmge . To qualify one needs 150 marks out of 300 in fmge.

generally medical council of India gives affiliation to health science related courses like mbbs, dental, master of surgery, medicine etc. pharmacy is not just limited to health and medicine, but also has wide products available starting from food, cosmetics, dairy etc. Pharm D is short form of “Doctor of Pharmacy.” It is the professional pharmacy doctoral program. In India, it is a total six years program after 10+2 or D. Pharm which includes five years of academic study and one year of internship. In india b.pharma, m.pharma, pharma D courses are affiliated by Pharmacy Council of India.

As of now, students with Biology as optional subject in their class 12th board examination are eligible for Neet examination until the supreme court passes its judgement over it, so you are eligible for Neet 2021 examination provided
you must have passed 12th board examination with physics, chemistry ,biology and English and must have got at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology ( in theory +practical) in 12th examination if belongs to general category , or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category.
Also,
to be eligible for neet 2021 one has to be at least 17 years old or more by 31st December 2021.

For neet 2022 , it's difficult to say as there's more than one year left for Neet 2022 examination and in the meantime Supreme Court may pass its judgement over Eligibility of students with Biology as an optional subject and so eligibility is subject to the outcome of the judgement by the supreme court.

is a foreign medical graduate eligible for upsc civil services examination without clearing the licensing examination called Foreign Medical Graduate Examination(FMGE) conducted by the Medical Council of India(MCI) ?

I don't think so as per the eligibility criteria the degree certificate should be recognized under the university grant commission therefore i think it should be approved by MCI so that it will become equivalent to indian degree and second necessary condition you should be an indian citizen
