according to the nmc draft about private medical fees reduced for 50% seats, these seats are through state quota or AIQ. i am confused.

As per the National Medical Council (NMC), fees of 50 percentage of seats in Private Medical Colleges in India must be near to Government Medical Colleges fees.
Through All India Quota NEET Counselling 15 percentage of Central Universities seats, Deemed Universities seats, AIIMS, JIPMER, ESIC, etc are filled and Private Medical Colleges seats are not included in this. Private Medical Colleges seats are filled by State level NEET Councelling conducted by the State authorities. Through State Quota NEET Counselling 85 percentage of seats are filled along with Private Medical Colleges seats.
So, to apply for Private seats only possible way is State Quota NEET Counselling, through All India Quota Counselling you cannot apply for Private Medical Colleges.

how do we get scolarship for medical fees
Hi aspirant, below are some of the scholarships;
1) Swami Vivekananda Merit Cum Means Scholarship: Amount up to INR 80000 per month
2) Swami Dayanand Education Foundation Merit-cum-Means Scholarships: Reward of up to INR 50000 per annum.
3) SHDF Scholarships: Award of up to INR 30000.
4) International Medical Scholarship Eligibility Test (IM-SET): Reward of 100% tuition fee.
