Considering your marks of 438 out of 720 and if you belong to General Category, there is no chance for you to get any Government MBBS seat in Maharashtra or across India.
If you want to study BDS or BAMS or BHMS or BPT, there are many colleges in Mumbai and across Maharashtra for the same. But if you want to study only MBBS from Mumbai, then you have to go for Private Medical Colleges of Mumbai. Fees for these Private Medical Colleges ranges from 25 to 50 Lakhs per Year .

All states have a fixed number of medical seats. Out of these seats small portion is fixed for reserved categories like SC and ST. Seats are also fixed for
Assam total has 1100 government seats. Out of these seats, government seats and state seats are separately filled.
For SC category Assam has fixed 41 seats. It has also fixed seats for other categories like ST, OBC, Moran Community, etc.

Suppose I give NEET and got around 550 marks. I registered myself on MCC for MBBS. I then got to know that cutoff for medical seats are higher than the marks I got. So, can I change and get a BDS seat that year only? (Category-> GN-UR)

See you cannot change the option amid counselling but you can change it while registering for any specific round of NEET UG AIQ counselling. So before registering for counselling it is recommended that one should go through previous year's cut-off so that he/sje can get idea of cut-offs and according can fill the colleges as his her preferences in counselling form.
