A college can be expensive for many reasons, including a surge in demand, an increase in financial aid, a lack of state funding, a need for more faculty members and money to pay them, and ballooning student services. The fee is highly variable amongst the colleges due to certain reasons. The college has rights to decide it's fee ofcourse within the government regulations. So, we really can't say why a certain college is too expensive.

Yes and also no. Take note that every college has a separate cutoff which changes every year. When we look at the previous year cutoffs, I can see a divide, there are a few colleges which have the cutoffs within your range while you don't make the cut in many.  Moreover, this year's cutoffs can shuffle things up quite considerably. While I cannot pinpoint a college, you can try looking for the one you like and do you even qualify for it.
