I guess your question is in regards to neet exam
If you are from Delhi , then you are not eligible for gujarat 85% state counselling, so you cannot fill the form of gujarat state counselling.
But yes you can still can take admission in government medical colleges of Gujarat through 15 % All India quota but yes you will have to fetch more marks in neet examination for that as cut off for all India quota is higher than state quota cut off

It is very difficult to predict expected cut off in neet 2020 for getting a seat under maharashtra state quota
If we look at last year's neet examination then , in neet 2019 , 461 marks was the lowest marks to get a seat for in government medical college under Maharashtra state quota for general category and it was for Vedantaa Institute of Medical Science Vedantaa Hospital and Research Center, Palghar , but cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc
So , you should try to get at least around 550 marks or more to be on the safer side in your neet 2020 examination, also the more marks you score in neet , better is the college you get

General State candidate - 2748
EWS state candidate - 5698
Last year cutoff for National Institute of Technology (NIT) for Information Technology
General All india Candidate - 5403
EWS All India Candidate - 7261
As you can see that a person with of 7261 gets the same branch as the person with 5403 gets, so EWS certificate helps much in getting a better seat with the lower rank as compared to General candidate.
