One possible answer is you need to go through management quota where you have to pay hefty amount in terms of donation etc.
only some in some particular institute this quota is available which is private college!!

Well if ypu are an obc category student then you are an obc category student. In central counseling OBC category students are treated as obc students but in state quota counseling they are divided into two categories like bc and ebc where the creamy layer thing comes into effect but still separate cut offs are released for all.
