Being a north indian, Should I join NIT Meghalaya Cse? Will it be a right decision?

The choice of joining NIT Meghalaya is completely upto what you are interested in and what your comfort zone is.
There are a few factors to consider.
1. NIT Meghalaya is a very new campus and hence the faculty, alumni network, course structure, internship.opportunities are all very sloppy.
2. If you aren't looking for continuing in engineering after this, then you can definitely choose Meghalaya campus and you'll be able to get the NIT tag and pursue whatever your passionate about.
3. If you are interested in getting into software companies or engineering after this, then choose some well established private colleges like VIT, Amrita, Manipal.
4. If you are getting core branches in other NITs choose that and learn programming , do software related internships etc.

NIT Meghalaya is a newer NIT as compared to most of the other NITs. It was established in 2010, in Shillong. Students often complain about its not-so-good infrastructure and location/transport problem because of the current temporary campus. However, its permanent campus is under development in Cherrapunji.
Now, regarding your query, CSE department at NIT Meghalaya is known to have bagged the most number of job offers in the past years. Placement records are near about 95%.
The faculties are well experienced and good. Research work, hands on practise is provided to the students. Curriculum is well structured and flexible.
Meghalaya is known for its breathtaking scenic beauty and of course, rains. The rainy period of the year lasts for about 9.8 months.
On the basis of student reviews, it is safe for girls. It has separate accommodation for girls and separate for boys.

It is absolutely okay if you are not prepared well for the NEET examination and decided to choose another subject but you must understand which subject jn bsc has better future opportunities.
See, I would suggest you to go for professional consent rather thaj bsc because alone bsc will not provide you benefit and further you need to study for better reach in your field.

- Bsc in Microbiology
- Bsc in zoology

Civil in iiiest shibpur is going to be a better choice as iiest has its own brand value while other institutes you have mentioned are nits but they are somewhat lower nits and do not have the same status that the other older nits carry on the other hand iiest shibpur s quite old and attracts brilliant minds from all over india also civil is not a very bad branch as people often think it to be so there no problem taking that also option of branch change is always there at your disposal
can i get into nits with low cutoff like nit srinagar, meghalaya, etc. upto 7th round with 3.3lakh rank(67.2%) (I belong to Maharashtra and im obc)
In one line if i tell then it is tough to get any of these nits as even though they are not as decorated as some of the other nits yet they are also sought after by many candidates of the northeast and neighbouring areas and since you rank is too high so you cannot get even the northeast nits if you would have been from northeast itself then you would have stood a chance but currently you have no chance though you can predict your college here-

The candidate must be a legal resident of the state. The candidate must have proof of state residency.

I can understant the problem you are facing. I can also unterstand The situation your going through . According to the Indian legal system. You are in general category as your father belongs to the category. After marriage your mother's caste will not be applicable for you. But there are circumstances where children can take their mothers too.Its upon you what you want to take.
