As per the eligibility for joining merchant navy you should be completed class 12 with Physics, Chemistry and Mathematics and the Normal vision is required but glasses up to plus or minus 2.5 may be allowed.

It is an absolute yes to your answer. You can go for the ETO course which is around 5 months of a residential course in various DG approved institutes of the country. After completion of your course you can search for sponsorships and if by God's grace you get your first ship then you will be sent as a Trainee ETO.
Talking about the qualification, yes you can definitely join in as ETO after 3 years of diploma in ECE. The same goes for the regular 4 year BTech course also in various other disciplines like EEE, ETC etc.

For your knid information I would like to inform you that there are various departmment in merchant navy and every department has sub department in it .
For example for DECK department - A candidate must have 60% marks in physics , chemistry and mathematics and 50% marks in English in either 10th or 12th.
For Deck ratings - You must have 40% marks in 10th with Science and Maths from a recognised board and 40% marks in English.
Further for engine department you must have as same requirement as for deck department .

Eligibility to join the Merchant Navy
AGE: The minimum age is 17 years and the maximum is 25 years to be eligible for examinations pertaining to the merchant navy. As per the Government rules, the maximum age relaxation for Scheduled Castes and Scheduled Tribes is 5 years.
PHYSICAL FITNESS: Physical fitness is of utmost importance for a career at sea. A certificate of fitness from a registered medical practitioner is mandatory for admission into a course. Candidates with disability aren’t eligible for admission into courses with regard to the merchant navy. This hasn’t much to do with discrimination as such as it is supremely important to be fully able in carrying out the duties on board a merchant ship.
EYESIGHT: 6/12 in each eye or 6/9 in better eye and 6/18 in other eye for distant unaided vision. Color blindness in any case is absolutely NOT PERMITTED.

For bachelor Merchant Navy courses, candidates must have completed Class 12 with Science stream and Physics, Chemistry and Mathematics as compulsory subjects.
The minimum marks requirement is 60 per cent.

BBA shipping and Merchant navy course may somehow sound similar to you but they are very different from each other.
starting with the basic meaning-
Merchant navy officers are employed by commercial shipping companies to work on all kinds of seagoing vessels, such as cruise liners, cargo ships, tankers and hovercraft. also, they have the responsibilities of their crew, such as the loading of cargo and the use of machinery. whereas,
BBA Shipping is a management education course that focuses on the shipping sector,the course also covers aspects of shipping, such as – liner trade, port operations and charting, customs procedure, but all of them are very different from the products that are being transported by the merchant navy officers.
the responsibilities in both the fields are very different and the working duration in merchant navy can be continuous and that too upto a continuous stretch of 6 months, which is not possible in BBA shipping course.

generally bba stands for bachelor in business administration. bba course has various streams like bba general, bba in finance, bba in logistic, bba in shipping and logistics management. etc. bba in shipping and logistics is deals with courses of transportation, shipment, economics , tally and enterprise software etc. The curriculum is designed with the aim of familiarizing students with the inner working of the business world. however this course has no connection with merchant navy.
