There are so many talented people like you who can't afford to study abroad. But if you are sure that you want to study abroad then you can check various ways to fund your education such as scholarships, education loans, etc.
You can either move out after your 12th with excellent marks or after completing your graduation. There is one more option that you can go abroad for PHD after your masters. There's enough time for you ahead to achieve your dream so for now you can focus on your JEE MAINS and do research about study abroad if you want to move right after your 12th.
