The last year cutoff rank of NEST for general category was around 350. So yes, you do have a chance of getting admission in NISER or CEBS. Usually the seats go vacant , so I suggest you stay till second/third round of counseling.

NEST is a compulsory test for students seeking admission to National NISER, Bhubaneswar and University of Mumbai DAE CEBS, Mumbai. The cutoffs vary with each category and it is mainly decided based on the number of seats available and the number of applicants every year. The percentile you need to have a fair chance is 90+ and for your category the previous year cutoff rank for NISER was 280 and for CEBS it was 60.
