According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs even after considering your Home state quota but yes I would suggest you to take a drop for this year and prepare for JEE-Main 2021 and to help you with your preparation we have some resources made by our experts which you can access from the link given below :-

Now if you can't afford to take a drop than sit for some state counselling because in some of the state government colleges you can get admission on such low ranks.

A rank of 1,13,267 in CRL is a low of a rank. Due to the competition increasing by the minute everyday, the need for scoring higher marks and scores keep increasing more and more. Hence, unfortunately you might not be able to get a seat in NIT goa.
Even if the chance is there, yo might be getting civil engineering or chemical engineering branches in 3rd round of counselling or so.
However, since you have mentioned that you have obc reservation there might be chances for you to get intto the university in that category. Computer Science Engineering is a course that is very much in demand and much sought after course and the chances are very low.
There are chances that you might get branches like chemical enginering, civil engineering etc.
There are some other universities into which you have a good chance of getting into. Hence I would suggest you to apply for other universities.

Usually xii board score for nit and IIT colleges is Minimum 75% in PCM subjects. This year due to Covid 19 pandemic, flexibility is given for xii board score. For IIT and nit admissions you must have passed xii board regardless of marks..
In 2021 you can appear for jee main and try for nit and IIT.
According to the percentile you have mentioned in the question tour rank is expected to be in the range of 35,000-38,000 and on the basis of this rank you have chances of getting ECE in NIT Goa only if you belong to either Goa or any of the three Union Territories which are Lakshadweep, Daman & Diu and Dadra & Nagar Haveli as per previous year's cut-off. To take admissions,He/She must obtain a minimum of 75% marks (65% for SC/ST category) or be in the top 20 percentile in class 12 or equivalent to be eligible for JEE Main 2020.
