To get your certificates back you may have to pay the tuition fee of that academic year or entire course fee if you leave the course in the middle of the duration of the course. It is subjected to the rules and regulations of the institute. We would suggest you to contact the administration department of the institute and enquire regarding the same. NIT Andhra Pradesh is established in the state of Andhra Pradesh recently in the academic year 2015 – 2016, whereas NIT Goa has started it's first batch in 2010-11 and has therefore established itself quite firmly over the years. And, placement wise and academic wise both are almost equal.
Also, an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor too. So, choose your area of interest.
Moreover, NIT Goa is much more preferable than NIT Andhra Pradesh. Rest is your call. Choose wisely.
