Every NIT has it's own advantage and disadvantage. According to me NIT jaipur is better for b acrh than NIT Hamirpur, because the agriculture department is one of the new department in Hamirpur, it had started in 2000, whereas, in case of jaipur NIT it offers plenty of opportunities to explore different areas of architecture. It also offers summer internship. Here you'll get many opportunities to learn about new projects. So these are my opinions.

in jee mains1 I got 92 percentile and in 2 one I got just 71 percentile so can I get computer science or electronics in nit Hamirpur??

JEE mains paper 2 is only for getting admission in the architectural courses like B.Arch . It is not relevant in computer science or electronics. For these branches, only your paper 1 marks will be considered. Though there is no accurate answer to this question as the cutoff changes every year. However, the closing rank for NIT Hamirpur was in the range of 50000-70000 in the year 2019. Due to the pandemic, there is a chance that fewer students show up for the exam this year. In that case, the cutoff will definitely drop. But nothing can be said for sure.

Is there any chance of CSE HAMIRPUR,with OBC rank 5716 in jee main(97.83percentile)
If you are from himachal Pradesh, ie if you get home state quota you can get cse in nit hamirpur as previous year closing rank for cse in nit hamirpur was around 32k, but if you are from other state then chances are very less as closing rank for other state people was around 3.2k .

Based on the cutoff of 2018 you have good chances for ECE in NIT Hamirpur.
Last the closing rank for state quota was 4366 and for other states it was 4892.
But this year the cutoff will vary based on the difficulty level of exam, no of applicants, no of seats available etc.
