Yes, you can get the least preferred branches at NIT Hamirpur with this rank. But certainly you have very low chances to get that even in Home State Quota. And do not expect to get the trending branches though.

Placements in the college are very good. About 80% of the students got placed this year. The highest salary offered was 39.5 LPA, and the average package offered was 8.6 LPA, and the lowest package was about 3.5 LPA. Around 150 companies including Microsoft, Infosys, Facebook, Tata Motors, and some coaching centres visited this year for placements. Around 200 students got internships. There is innovation garage which provides a platform to improve ourselves, which is also very useful to prepare ourselves for upcoming companies

The Answer depends what are you expecting to achieve with the M.Tech in Renewable Degree.

1. Placement- Hardly any placement for M.Tech in Renewable Degree
2. PhD - Quite good chances of getting an admission in PhD after the degree completion.
3. Can get into private/government research organisations as a JRF , research scholar etc.
4. Mostly M.Tech students try for Government jobs while they pursue the degree so if one is interested in doing so one can surely try.

Taking up 5 year Integrated CSE or EC from NIT Hamirpur would be more advisable as compared to going for IT from NIT Srinagar. Now my opinion definiely stands to be biased as I am studying in NITH , but lets look at the facts objectively. According to the most recently conducted survey, NITH is at 11th place while NITS is placed at a distant 20th spot amongst all NIT's. The faculty of NITH and overall placement records of NITH are much better as compared to NITS. Furthermore if you worry about trivial things such as location and infrastructure, NITH has been adjudged as the best NIT in terms of infrastructure by the World Bank. ( and if i am not wrong, NITS got flooded last year in the Jammu and Kashmir floods). The only reason that you might consider going for NITS is that the 5 year integrated branches are relatively new. 

Well if your home state quota is himachal pradesh then I think you can surely get atleast Electronics and Communication Engineering at NIT hamirpur although I cannot say for certain about the Computer Science and Engineering branch as it is the most sought after branch.

Well no other state engineering college will come up to the level of NIT Hamirpur and according to me there is only one institute in all of Himachal Pradesh which is better than NIT Hamirpur and if you have guessed it right then it is IIT Mandi so go for NIT Hamirpur without any doubt.

Well with this rank you can certainly get NIT Hamirpur if you have Himachal Pradesh state quota. But you will get a lower branch probably the lowest branch also like Materials science and engineering so be prepared for that as well beacause there is no branch change in NIT Hamirpur.
