The Seat allotment of NITs depends on factors like Gender , Category, community, home state etc.
You are asking about whether you could get NIT Surathkal with 56 percentile if no one above you applies. Technically speaking you could get , but it is not practical. There are Lakhs of people who dreams to get admitted into NITs so it is not possibly that student don't apply for NIT admission inspite of attaining good percentile and rank.
Now, With your percentile, it seems quite difficult to get NIT Surathkal. I suggest you to go for State government colleges or other Government funded Technical institutions.

we have been allotted seat in NIT surathkal after verification of the documents...but there is a remark that which says dat in the medical certificate the registration number of the Doctor is not there. plz suggest. thks
Dear applicant most of the colleges across the country demand for the Medical Fitness Certificate, you have to submit it accordingly. Now that you have submitted a Medical Fitness Certificate signed by a registered medical practitioner, the doctor either has to seal the certificate with a stamp or has to provide his/her registration number. Make sure it is not missing,

The Seat allotment of JOSAA is done after considering JEE Merit and choices filled by Student. Since you have alloted NIT Surathkal, you could still get you higher choices but the chances are very low. Because if you have enough rank then you would have already got your Higher choice colleges. So after 1st round of allotment ,most of the seat were already filled.This makes your chances to get higher preferred colleges very less .

I have allocated Mechanical Engineering programme in a NIT in the first round. If I choose the "FLOAT" option and then allocate ECE programme in any institute in the subsequent rounds. Then will I get the chance to choose between ME and ECE, or I must have to go for ECE and ME will be forfeited?

Congratulation on seat allocation. To answer your question, FLOAT option just gives you colleges above your allocated college in the preference order of your locked choices, now the branches you will get in those colleges is purely based on the number of students appeared, seat intake and category you belong to. There is no rule that a certain branch has to be selected in the subsequent rounds. If you have gotten ECE now in for e. X college and if you get ECE in Y college in next round and ME in Z college then you can go for either of them, if you again take float and get ECE and ME in the next round then also you will have the same choice.
Only the college that you got allocated will not come back to you again if you choose FLOAT.

If we first consider NIT Surathkal, it is indeed a very good college, improved infrastructure, nice faculties, placements with average salary packages of 8-9 LPA as a fresher. Mock seat allocation helps the candidate to give their preferences of institute/branch and change them accordingly after mock seat allotment, if they wish to. There are chances that you might get seat in NIT, Surathkal in Civil Engineering but it is not guaranteed. If you change the preferences before the last date then your actual seat allotment might vary. There are 7 rounds of counselling in JEE mains qualifying students for admission. If you got NIT surathkal in consecutive 3 mock round and if you get it in in the third round of mock round also then it is confirmed that you will get NIT surathkal for your CIvIL engineering course of study.
