when will nit Surathkal starts offline classes for 1st year btech students???

as per the official site of nit surathkal , the classes for 1st semester will commence from 27th of december . The 1st session will end in the month of may 2022.
1st semester is expected to be online and there's no information about the offline classes as per now on the official website

SSP Karnataka post-matric scholarship is provided to those students who are pursuing their education beyond class 10th.
Now since you have not mentioned your category so it is hard to say that you can get benefit of this scholarship or not as this scholarship is only for SC, ST, OBC students not for general or unreserved students.
SC/ST student can get fee reimbursement for engineering and diploma in engineering. To avail the benefit of SSP Scholarship, You should be a permanent resident of Karnataka. Your annual family income should be between Rs 2.5 lakhs to 10 lakhs.

you have not mentioned your category so I am assuming general category. National Institute of Technology Surathkal qualifying cutoff for general category students is 100 as maximum cut off qualifying score. The lowest qualifying cut off score for general category is 87. So it is quite difficult or impossible for you to get entry in National Institute of Technology SuratKhal in any of its specialisations. The candidates who score equivalent or higher are are called for josaa counselling rounds as per their category.

See both the institutes are of great repute and both of them are great. But if you need to distinguish then I would recommend you to go for the IIEST. The reason behind it because:
- IIEST have better approach to research
- IIEST offers slightly a better placement aspect
- The packages in IIEST Shibpur is much better than that of NIT.
- The faculties in IIEST are more into research.

According to your question , let me tell you that it's very difficult to to predict about the csab rounds because every year the dynamics changes based on certain factors.
Various factors are considered while deciding the cut offs like number of candidates appearing in the counselling, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
As per my knowledge , cse would be a tough call for nit surathkal but for mnit jaipur if seats are vacant it's possible to grab.

You can know about any specialization by searching on internet or by seeing the curriculum of a university you want to take admission in. If you think that you will enjoy studying it then go for it else you go for CSE.
Remember CSE will give you a broad perspective and you have enough job opportunity in it. So don't go for specializations being not so sure.

There is very less chance that you can get NIT surathkal CSE branch with this rank but the chances are high that you can get ECE and other branches. You can get ECE in all the three top NIT which is Warangal, Trichy, and Surathkal.
And if you are interested only in CSE then you can choose these college while choice filling.

As we go through the latest cut-offs of JEE-Main 2021 of JOSAA 6th round and also through the CSAB cut-offs of last year then it shows that no seat was allotted to ST female candidate of Karnataka for the asked branches so it is little bit difficult to give you very precise prediction but if we see overall cut-offs then seat allotment cut-off are rapidly increased for 2021, the seat for which closing rank was 717 in 2020, in 2021 the rank closed around 212 for the same seat. And by compiling overall data you have very low chances to get the seat in mentioned branches of NIT Surathakal even after having female and home state quota.

when nit surathkal will start offline classes/?

I would like to inform you that information regarding offline classes has not been released yet so nothing can be said. So have some patience, It will be open soon may be.
However, last year it was announced that for the session 2020 2021 the classes would be online. It is difficult to expect the same this year.
Offline classes have been allowed by the UGC Guidelines but the decision lays in the hands of the college administration. Therefore, you need to contact the college authorities for the updates of commencement of classes and their mode of conduction. If you have been allotted the college, then you can also get in contact with your seniors who can relay you the current situation. However, as a precautionary measure, only final year students are allowed in the campus.
