Hi aspirant, since you have 87000 as your CRL and your category rank id 13000 so based on that I can say that at this rank range it is difficult for you to get admission in NIT, Rourkela unless and until you belong or hold any reservation criteria and since you have your criteria there are chances for you to get into the NIT, Rourkela but there also there are the chances that you may not get the CSE or IT branches but you still have chances to opt any core engineering branches.

I will suggest to go for IIT ropar or IIT mandi and study coding IIT will provide you oppotunites and if you do not want to study coding the i will suggest to go for NIT rourkela as the placement of electronic branch are good .

To get your certificates back you may have to pay the tuition fee of that academic year or entire course fee if you leave the course in the middle of the duration of the course. For you to be eligible for state quota of NIT Rourkela you had to complete your 10+2(class 12) from Odisha but you did it from Maharashtra so  will be eligible  for home state quota of NIT in Maharashtra(VNIT nagpur) only.
