With a percentile of 96 it's very difficult to get electrical branch or any branch at nit Rourkela being from other state.

A minimum of 97+ percentile is required to grab a seat in nit Rourkela from other state. YOu have not mentioned if you have any category reservation based upon which the cutoff varies. Considering that you belong to the General category, then in that case you will have to have a rank of 5000.

The cut off rank for NIT rourkela  is different for different branches.To get into CSE branch your rank should be below 5000 means you should have marks 180+.You should have rank below 35000 to get into NIT Rourkela though to get into non core branch .You can check here various branches cut-off of previous year
