for addmission in naval architecture in iit madras which jee advanced should i give aat jee advanced or jee advanced paper 1 n paper 2?

For getting an admission in BTech Naval Architecture and Ocean Engineering you will have to write both papers of Jee Advanced after you have qualified your mains. This is a BTech course so the exam is same as for any other branch of engineering that you undertake at IIT.
I got single digit rank in IMUCET 2021 for the admission of M.tech in naval architecture and ocean engineering, will I get sponsorship.

iit jammu electrical engineering is better or iit KGP ocean engineering and naval architecture(dual degree) is better ?

IITs are well known for their excellent academics, well equipped laboratories and highly qualified faculty. It also offers diverse opportunities for job placements.
Here you asked about IIT Jammu in Electrical Engineering and IIT KGP Ocean Engineering and Naval Architecture. Both are different streams, so the choice should be based on your interest towards particular stream. One advantage about the dual degree is you will have the opportunities open from both the branches.

My obc ncl rank is 3022 and in my 2nd mock seat allocation at josaa gives me iit madras naval architecture. Will this seat is allocated to me in 1st round or it would changed in 1st round??

The JOSAA mock allotment and the real seat allotment that is round 1 , differs some time that you may even get your home state college but at sometimes it may differ ,so the important thing you must do now is to lock the seat allotted to you ,further in round 1 you will view your locked seat as well as other seats allotted from your choice.

I suggest you to go for NIT Trichy as it is one of the top NIT'S which is equally comparable to IIT'S and to choose ECE branch will be better for your future. If i say in terms of placements you will get easily with good amount of effort. But overall professors are nice and whether you are in any college professors are only guide you what matters is you self study to prepare yourself for the industry.
Ocean engineering and naval architect i don't think there is much scope even in IIT'S. IF You have other options like already you have NIT Trichy ECE go for that. it will surely help you in future!

The Indian Maritime University is a central university devoted exclusively to maritime related studies. Check this link-- http://www.imu.edu.in/index.php?prod_id=93
It gives details of the programmes offered by the university at its six campuses. You may have to write the IMU CET which is the entrance test for courses here. Job opportunities may be available at Shipping Corporation of India which has a ship building section as well as shipping companies, at the ports, the Directorate General of Shipping does give some placement records. You can check those too.
