Unfortunately on such NEET score you are not even qualified for NEET 2021 because the cut-offs for NEET UG 2021 are as follows :-
-->>> General - 50th percentile - 720-138 marks
-->>> SC/ST/OBC - 40th percentile - 137-108 marks
-->>> General-PwD - 45th percentile - 137-122 marks
-->>> SC/ST/OBC-PwD - 40th percentile - 121-108 marks
Now without getting qualified in NEET UG 2021 you cannot get admissions in any of the courses such as MBBS, BAMS, BHMS and other Ayush courses neither in government college nor in private college.

In Neet examination your all India rank is considered for admission and not category rank.
DIFFERENCE
the difference between all india rank and category rank is that all india rank is overall rank while category rank represent your rank within the category you belong to.
For example,
Let's say that 100 students attended neet examination and you were one of them and got 80 th rank among those 100 students.
Out of those 100 students, 20 were obc and let's say you also belong to OBC category and let's assume that among those 20 students you scored that second highest marks then your OBC rank will be 2 .
Thus, in this case your all india rank or overall rank will be 80 while your OBC rank will be 2.

Why class 10th result will require for NEET phase 2 registration? Is it first time they ask it ?

They are asking for it because 10th certificate is important as a part of your academic details/record.
No, this is not the first time when NTA is asking for 10th certificate for neet application form.
Earlier 10th certificate was uploaded while filling the neet application itself but this year for Neet 2021 application registration was divided into two phases - Phase 1 and phase 2 and 10th certificate needs to be uploaded in the Phase 2.
NTA hasn't notified about 2nd phase/ part filling yet. The 2nd part/ phase needs to be filled before your neet Result or downloading of neet result/score card , NTA will notify separately later on about phase 2 filling.

I am sorry to inform you but if you have already appeared for the examination the general category there is not possible to change your category in the counselling rounds and you have to appear in this counselling process as a General character itself. So the only thing which you can do is to try and score as much as possible in the examination.
