Since you have not mentioned your category here, considering you General, the previous year's cut-off of Delhi Medical Government College for 15% All India Quota is at least 670 marks and for state Quota, it was 640 marks.

Dear Sir/Madam, If my neet score in second attempt is less than the first attempt, can I use the first attempt score to get admission atleast in Abroad.
I think this is not possible because even the foreign institutes take admission looking at the result of the current exam result. but still, you can contact the institute to which you want to take admitted because in some universities abroad the neet result is valid for three years. so you can just talk with your guide or the institute itself for a clearer answer.

Your situation is completely understandable. But see, you have invested 3 years of your life and if this year you won't be able to do it, then just stop and think...
See your parents, don't know how you have done things, leave it. And think about your purpose of studying. Ask yourself, if MBBS or any other medical course is your goal, or you will be fine with anything else. If you find out, that no you are surely interested in Medical science then taking another year drop is worth it.
Your parents, have invested and they will do it for the next 1 year, but what you should do, is focus. And you should make a promise to yourself, that you will crack it in the 4th year and nothing can alter it. You have to be in a hook or crook mindset and you should think that your parents hard times will be resolved once you are successful in life.
So if you think, you are really interested in Medical sciences, then take courage and approach your parent. They will surely understand and make this year, your final move.
**Also, try to do as much as you can, this year and see how much you have been able to get through the syllabus of NEET.

As you have mentioned that you belong to VJ category and that is just applicable in Maharashtra, if you look at National level this category comes under OBC category. Looking at previous year's cut off trends for MBBS, candidates from OBC category required minimum 500-530+ marks in NEET to get a government seat. With the score you have mentioned it can be difficult for you to get admission in government college. However you can try in semi government or private colleges for MBBS. First of all congratulations for scoring good marks in NEET 2022.
All india quota counseling cut off marks for 15% govt quota seat for EWS category was AIR 19594 ( approximately 599+ marks) after mop-up round of counseling. Cut off marks almost remains same within 5+/- marks in all india quota for last two year and also this year question paper haven't been much different from last two year so we can expect almost similar cut off marks,so by seeing this you have chances to get in AIQ counseling.
Now if we talk rajasthan state quota counseling cut off marks for EWS category was AIR 16825 and 605 marks after second round counseling . Cut off might slightly decreased in mop up round also. So here you are on border line but here also you have chances to get govt medical College. You will surely get payment seat in govt medical College.
AFter scoring such good marks you just have to attend your counseling very carefully and try upto every last round, you will hopefully get a govt medical College.

General EWS category and neet score is around 500 what will be the fee for MBBS

In 2019, Government of India had brought a new Category called as Economically Weaker Sections (EWS). The Economically Weaker Sections certificate give benefits to its holder by reducing the amount of fees to 50% in any Government Medical Colleges . This EWS Certificate is not at all valid in Private Medical Colleges.
Also, fees depends on the college you get. All colleges fees are different from one another be it in same state also. But just giving you an idea or hint of fees for an EWS candidate in Government Medical College, it's approx 25K to 50K . Some colleges even have less than 25K also. It will be better if you ask me for a particular state or college.

Since your score is near to the cut off score of previous year, you might have a chance of getting a seat in a government college of your state.
