As you have mentioned that you have secured 2.3L so let me tell you that you do have the benefit of scrh but still it won't be easy to get good colleges. So, if you want to do mbbs then kindly go for colleges which have lower cut offs.
The cut offs further depends on certain factors like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

Sine you ha not mentioned the category of your brother so assuming it as General.
With general category and such NEET score he is not even qualified for NEET UG 2021 because the cut-offs for NEET UG 2021 are as follows :-
