what is virtual vacancy for round 2 in neet ug 2020?

Virtual seats are those seats which are occupied by the students who wish for an upgrade in seat. So if that student get those seats which the wanted then the previous seats get vacated. These vacated seats are then given to other students. So these seats from which the students transfer to an upgraded seat creates a vacancy. This Vacancy is called Virtual vacancy.
Basically, it means vacating your seat in pursuit of a better seat in 2nd round. For example in the first round of counselling, you got an admission in a college and joined the college but in order to opt for a better college/seat, you decide to opt for 2nd round. So this seat is nor vacant until you get another seat in the 2nd round. Nevertheless, once your seat gets vacant, another candidate gets your seat.

The choices or precisely the locked choices are submitted before the start of counselling rounds and depending on those choices a candidate is allotted a seat from his selected list of colleges.
After each round of counselling, the candidate gets options like slide, freeze and float and has to select one of them to participate in further rounds.

The eligibility criteria for the mop up round of NEET UG 2020 are
- All the candidates who have qualified NEET 2020 are eligible to participate in the mop up round.
- Candidates who have not received a seat in 1st and 2nd round of counselling can also participate.
- Candidates who get admission in the previous rounds of counselling are also eligible if only they have not filled the retention form.
So, in short YES, you can take part in the mop up round of NEET UG 2020 and your chance of getting a seat will depend upon your rank and the available seats in the mop up round.

if seat is not allotted in 2nd round of NEET UG then can a candidate leave the counseling without forfeiture ? and in the mop up round do we again have to pay the registration fee and security amount even when we registered in 1st round?
The rules of Mop up round are simple. Eligible Candidates for Mop Up round:
1. Candidates who registered for Round 1 and opted for Free exit
2. Candidates who registered in Round 2, were allotted a seat and exited with forfeiture of fees
3. Candidates who did not register for Round 1 or Round 2,
4. Candidates who registered either for Round 1 or Round 2 but did not get a seat
Candidates who have already joined in Round 2 of AIQ/Deemed/Central Universities/AIIMS/JIPMER are not eligible for Mop Up Round. https://mcc.nic.in/UGCounselling/Documents/UGSchemeFinal.pdf
If you registered for Round 2 and then did not get a seat, you needn't forfeit your security deposit because you were not assigned any college to join. And so you are eligible for appearing in Mop up round. And you do not need a fresh Registration. You can use the same registration credentials to appear for Mop Up round Counselling.
