It is the student's choice if he/she wants to join them and work for them or not.

NSUT MPAE is a a good branch to study and the course curriculum for this branch is quite decent than other Mechanical Engineering courses. Yes, the placements are not quite good in MPAE when compared with tech branches, but it is still decent. Moreover you can try coding and if you make your mind to go in tech field, then NSUT is any day better than IIIT Una. The coding culture, peer group and Seniors at NSUT are very good. You will be allowed to sit in 50%-60% of the tech companies for placement. The campus is located in Dwarka, heart of Delhi. So, there are tons of places to hangout after the college.

IIIT Una ECE has also good curriculum and faculty, the campus is located in Una, Himachal Pradesh. The Lab facilities are quite impressive, but IIIT Una gets beaten by NSUT when it comes to the placement scenario. The highest CTC  at IIIT Una ranges around Rs.13-14 LPA. NSUT has an average package of around 16-17.5 LPA in tech field.

So, you should go for NSUT MPAE.

If you are not having any other good option than NSUT, then you could join NSUT West campus for B. Arch because you will get the degree of NSUT eventually, which means a lot on the paper.

Regrading the hostels, there is still uncertainty because NSUT West Campus is still new and are considering to do a tie up with OYO to provide students rooms, whether they will get hostels in main campus is still not clear.

Since you have done you Class 10th and Class 12th from Delhi, so you will get the benefit of Delhi quota.

You also said that your caste comes under OBC NCL Central List, so what you will have to do is get a OBC Certificate issued from Delhi. Only then you will be able to avail the benefit of OBC Quota, because if you were a outside Delhi candidate then you could have used your current certificate but since you are having Delhi quota you will have to get a new certificate.

So as per the 2020 cut-offs , yes you can get admission in CSE branch of NSUT, Delhi accept that one branch with specialisation in artificial intelligence.

Generally , the outside Delhi cut off for DTU is around 2-3k for the general candidates but regarding PWD category it's very difficult to predict because the number of candidates appearing for the counselling is different.

However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

2020 was a year to forget for all of the world, Covid and lockdown affected everything and everyone. The impact can also be seen in JAC Delhi 2020 cutoffs, not just the ICE branch which you mentioned and not just NSUT. DTU, NSUT, IITD and IGDTUW all of them had a great cutoff difference compared to the previous years.

There were two cases for the huge difference in cutoff, one was covid obviously, maybe the authority thought that the preparation of students was not that good in lockdown and they gave a huge relaxation. Other than that many seats were added in DTU and NSUT, NSUT has added two new campuses NSUT East and NSUT West, so that was another factor involved in huge relaxation in overall cutoffs.
