Hope you are doing well. See Netaji Subhas University of Technology is a great institute to be in. However, it is all the more known only for its Computer related branches (including IT). While it has a real good placement scenario in software fields, its placements in core is not at par.
Therefore, it is recommended that you look for other opportunities.

Is character certificate required in the Jac Counseling process for admission in DTU/NSUT?
Dear Student,
Yes . You will need a character certificate for admission in JAC DELHI . If you have passed 12th and JEE in the same year. Then you will get it with your Marksheet of 12th from your school.
If you are a dropper, you can either go to your school again and contact the teachers, they will make your character certificate again. Or else you can go to any gazetted Officer e.g. local MLA/MP, any section officer or officer in high posts in government ministries. Also, don't forget to go for the document format of character certificate along with yourself .

Hope you are doing great there . See for sub category like defence do not follow some special trend when it comes to defence category . Since your percentile score is quite good , you might be able to fetch a seat in these valuable colleges , but nothing can be assured about which branch you will get . Also when it comes to admission under defence category priority 5 category students are given preference . For more information regarding admission process for defence category , you can check the college website . Also if we come colleges under JAC Delhi and UPSEE , then JAC colleges are much much better in every means .

what is the minimum ews rank to get coe in nsut outside Delhi student (last round rank pls)
Based on last few year's cutoff trends JEE Rank, for last round generally closed in between 2850-2796 for Computer Engineering, for EWS cateogory. And you did not asked for IT, but since it is the second desired branch so am telling you for IT too. That for IT closed between 3250 - 3124 for candidates belonging to outside Delhi region.
