I believe you should prefer Electronics over Instrumentation and Control Engineering at NSUT Delhi, although both the branches have good placement prospects being located in vicinity of Tech Hubs of Delhi NCR. However, Electronics as a branch is more interesting and has a wider scope of applications in industry as well as research.

I have got 98.23 percentile in JEE Mains 2021. Can I get any CS related branch in NSUT Delhi (main branch) ? I am general delhi candidate.

With 98.23 percentile, you rank might be around 20164 - 16084 and as per the previous years records you cannot get CSE in IIIT Delhi. But you have decent chances for Btech computer science and biosciences, Btech computer science and social sciences, btech electrnics and communication engineering. You can check it here:
And to get CSE in IIIT Delhi, you must have rank around 3000 to 4000. For which you need around 99.5 percentile.

How many tech Companies allow ICE students to sit in their placements at NSUT?

NSUT ICE is quite good in terms of curriculum and opportunities offered/received. Placement is quite good as students get placed in both top tech and non-tech roles. Average placement record is around 85%. Highest package offered is 50 Lakhs per annum, lowest package offered is 5Lakhs per annum and average package offered is 12 Lakhs per annum. Top recruiting companies Amazon, Zomato, Oyo, etc. Even there are chances for you to get selected in IT and MNC companies. All that requires is certain skills.
For Non-Delhi Students getting 95 percentile in JEE Mains, which branch would the candidate be getting in NSUT(NETAJI SHUBHAS UNIVERSITY of TECHNOLOGY) (Delhi)

I hope you are doing good. As per your query , I would glad to inform you that at 95 percentile your estimated rank would be around 51150 - 57500 . At this rank you hold very low chances even if you are delhite because candidate should atleast rank under 10000 for securing a seat in NIT in any lowest stream . I would advise you sto start preparin for next attempt because getting tier-1 college at this is not posssible.
