Last year the cutoff for WBSEDCL in OBC category was 23.34. So yes definetly you will be the shortlisted. But after shortlisting you will have to through the personal intervirew.

according to previous year's cut-off and this year's expected cut-off you're having chances at many psu's like NTPC but the cut-off score will vary with different year.and also it depends upon your category and different psu's.to know  previous year cut-off of different psu's,

You need tobhave at least 80 percentile in your CAT to get admission in NSB along with a minimum of 50% (for general) aggregate in your graduation from any recognized college or university
