During NEET counseling ( all India )overall rank is considered or its the category rank been considered, for reserved category students in 2021 ?I am OBC candidate

During the NEET counselling process, if you are applying through the All India Quota (AIQ), then the All India Rank (AIR) is always considered. Even at the time of seat allotment, only the All India Rank will be considered. But if you have applied through the reserved category-OBC, then the category rank will be considered.

Hope you are doing well. Yes obviously there are chances for you to get government seat for veterinary with 400 marks. In obc category you need score 360- 400+ in 85% state quota.
Since you didn't mention the name of your state it is difficult to predict college.
Although getting government seat for veterinary depends upon various factors like number of students appeared in the exam, category, region, AIQ rank, state, state rank,etc.

With reference to your query, I would glad inform you that at your marks your chances are very low of getting seat in government catgeory as cut off generally goes above 450 in government colleges and even in private colleges their are very less chances as cut off for private colleges also goes above 350. as your marks are very low so i will suggest you to give next attempt at jee main and with more efforts and you will score more

Well not sure about all the colleges in India but definitely colleges such as NITs, IITS or IIITs don't offer free admissions. It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/ SC/ ST/ OBC category is lower than the general category
However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced
But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly
