NEET is an entrance exam for admission in courses like MBBS BDS BAMS etc.
The eligibility criteria for NEET entrance exam is 10+2 from a well recognised board in Physics Chemistry and Biology/Biotechnology.
The percentage requirement in PCB for NEET exam is as followed:
UR/EWS-50%
OBC/SC/ST- 40%
UR(PH)- 45%
Since you got 46% and from OBC category, Yes you are eligible to apply for the NEET entrance examination.

Yes you will be allowed to appear in NEET UG examination center if you do not present your OBC certificate at examination center because it is not required even. Even if you belongs to OBC-NCL category then also there is no need to carry your certificate at examination center because it is not required there.
