As you are domicile of Odisha, and have a valid JEE Mains score. You can allot in direct counselling session of OJEE.

As OJEE is a seperate exam you can appear for that only for experience, but according to me it will not required if you have a good JEE Main marks.

It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category
However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. On analysing the previous year cut offs, 538 are not enough for a govt. medical college through AIQ, while speaking for state quota of Odisha chances are low there too, keeping in mind you are a student of gen/obc category. there are pretty high chances of a govt. mbbs seat if you belong to ST/SC category.
