As per the official notice in the website, Panjab University is admitting students to its Bachelor degree awarding courses by a specific entrance examination conducted by them. Admissions are based on the general merit and result of the entrance exam. You can find more here on the official site:

The exam which is scheduled to be held on 22nd June will be for 100 marks in total. It will consist of multiple choice based questions. As per the exam pattern, there will be negative marking. The exam is divided into 3 main topics: GK, reasoning ability and english language and legal aptitude.
General Knowledge - The questions will be on the current affairs in the field of subjects Geography, Civics, General Science, Economics, Ancient, Medieval, and Modern History.
Reasoning Ability and Knowledge of English - In this section, candidates will be asked questions based on English usage (common errors, spotting errors, spelling errors, inappropriate usage of words.), rearrangement and improvement of sentences, English comprehension and passages and proficiency (one word substitution, improvement and rearrangement of sentences, idioms and phrases, fill in the blanks etc). In addition to these, candidates will also be tested on their reasoning ability.
Legal Aptitude - Candidates will be asked questions related to law. Along with this, their problem solving capacity will also be put to test. Some of the important topics are-Indian Constitution, its structure, sections and schedules;IPC and the CrPC;Torts;Vicarious Liability;Strict Liability;Law of Crimes;Contracts and Constitutional Law;International Law;Intellectual Property Rights;Legal Awareness covering Constitutional Law and Polity.

There is no upper age-limit for admission. However a candidate must be at least 17 years of age on the date of application. A graduation degree with 45% marks (40% for reserved category) is the basic qualification required. Universities like DU and BHU require minimum 50% marks while universities like Kurukshetra, Rohtak, Meerut require only 45% marks in graduation.
