I would say no you wouldnt get a seat in civil engineering with that rank because they only accept 36 students into this branch through the PESSAT quota but you might want to try you're luck in the second round of counseling.

Assuming you are from General category then if you apply to PES College of Engineering, Mandya Campus then you may get Industrial and Production Engineering, Electrical Engineering or maybe Automobile.
