Both the chapters are important and can be studied pretty much independently. It's up to you to start whichever you want. The norm though is studying ray optics first. And you should follow the same cause you might see some terms from ray ooptics being used in wave optics.

If you are interested in Biology you should surely choose a good institution. Since you have mentioned about budget friendly institutions so I will recommend you to try to get admission in a Government College. You can try CUCET to get admission in Central Universities by giving the entrance exam or you can apply for admission in Government Colleges like Asutosh college etc which have biotech. If your score is not allowing you to get selected in these places and you can spend a bit more you can try LPU or Amity or Sharda or KIIT.As far as UPSC goes, taking an online course from Unacademy is as good as an offline tuition. They are good at providing accurate syllabus and is not really expensive either.
